In short, Shellenberger states that Immaculate Constellation is the parent program overseeing other UAP related programs.
If true, that could mean this is the current/recent “Legacy Program” the UAPDA refers to. Initially I was thinking this was primarily a data collection outfit, but Shellenberger specifically says the report claims it’s the parent program.
