This is a pretty big mainstream news site from Australia covering the story this morning. Shellenberger is presumably about to kick off the Rogan interview today with this story, everyone and their grandmother is about to hear it, so mainstream media might as well engage at this point.

This could be factually accurate if the SAP is not overseen by the DoD. It could be run under the DoE, or may even be run outside of any oversight body. It would be illegal in any case and should be thoroughly investigated by congress.
