What are your thoughts on this picture?

My brother walks along Lake Michigan regularly. He uploaded to our family chat this picture of a lady on a park bench at the lake. Was warm yesterday and the lake was calm.

I noticed something on the far right horizon and pointed it out to him. He thought there may have been something on his iPhone lens. But his other pics don't have the same smudge. Thoughts? Smudge?
