What is this? Seen hovering past police blockage.

I saw this at 7:26 today. I didn’t post anything earlier because expected to see an explanation from my local news outlet. This happened in Alexandria, VA, past the King Street exit on 395. A few seconds before I saw this, there was a police blockage in the HOV lane. In the video I took (wasn’t driving) it seems fairly evident to me that the shape isn’t falling, and the smoke seems to me like something had just crashed. It has been 3 hours and nothing has been anywhere on the news, so I’m not sure what that is, even though I’m pretty sure it isn’t an alien or MIB type thing. Any explanations?
